I.   National Convention Report

Changing the Watch
  • Branch relieves McGrath as National President
    President Mike McGrath, in his departing remarks, reviewed the numerous challenges faced by the Navy League during the past two years – the recession, unanticipated vacancies in our new building, investment portfolio reduction and declining membership. Mike noted he dealt with these issues while continuing to focus on our mission – educating the public and supporting sea services members, their families and our sponsored youth groups.  Mike was recognized for his leadership for two very difficult years.  He received Distinguished Public Service Awards from the Coast Guard and the Navy.

    Daniel B. Branch, Jr., a member of the Denver Council and former National Vice President for Legislative Affairs was elected National President at the National Convention.  Dan stated he is committed to better communications and a review of programs and priorities through the Strategic Planning process.  He asked ALL MEMBERS to submit recommendations for program improvements and improved 
    services to our constituents.
  • New Executive Director
    Retired Navy Captain Jeffery K. Sapp, a Naval Academy alumnus from the class of 1977, is the new Navy League Executive Director.  He will be formally introduced to the staff on Nov. 12.  Steve Pietropaoli departed Nov.1 and is now assigned to the National Defense University at Ft. McNair in Washington, DC.  He heads the CAPSTONE training program for general and flag officers in planning and employing U.S. forces in joint and combined operations.

Initiatives and best practices discussed at the Convention
  • Use of conference calls, Twitter and Facebook for board and member communications.
  • For sea service activities, such as Coast Guard Appreciation Day (the last Friday in March), Fleet Week and Navy Week, invite the public and recruit members.  The Marine Corps has now established a Marine Week coordinated through its Community Relations Branch. This is another opportunity for community outreach. 
  • Find an enthusiastic member to develop and run your internet tools – website, social networking, newsletter, etc.
  • Add command master chiefs and command sergeants major to your distribution lists to increase participation and effectiveness.
  • Sponsor and schedule regular meetings with your local military commanders and business and political leaders to offer assistance on local issues.  See http://sdmac.org/ for an example.
  • Publicize your adopted units in your local media as a recruiting opportunity.
  • Public Service Announcement (PSA) high resolution TV spots for Navy League and Sea Cadets were distributed to council representatives at the convention.  The PSAs can be edited to include local council information. Each council will receive a copy of the PSA DVD.  Headquarters will send copies of the DVDs to councils that did not have a representative at the convention.   Low resolution version of the PSAs will soon be available by Nov. 13 on the national website under Council Resources
  • Council Public Information programs are very important and should include distribution of SEAPOWER magazine and the Public Affairs Directorate.  Send your information to SEAPOWER at SeaPowerMail@navyleague.org and to Public Affairs at publicrelations@navyleague.org.
  • The importance and benefits of Adopted Units were discussed.  It is suggested that councils adopt multiple ships, units and youth groups. The current list is at: http://www.navyleague.org/councils/adopted_ships.php
    Adopted Ship/Unit/Youth Group activities can also increase media coverage, which supports Public Education.
  • Every council should prepare an annual plan (documented in the annual report). Preparing and reviewing the annual plan with your board is a positive step.
  • Community service is an important area and will increase media coverage. Youth programs and scholarships/awards are examples of community service activities.  Navy League presentations to Kiwanis, Rotary and other service clubs can lead to partners for community service activities and Community Affiliate members.  A Council Partnership Guide and Workshop was presented; the guide is posted on our website at http://www.navyleague.org/councils/council_guides.php.
  • A Council Annual Report Workshop was presented; councils should have an independent review of their annual report by a board member not involved in drafting the information before submitting the report.
  • Dan Branch asked every council to maintain an accurate up-to-date member email list because he plans to start national emails to all members.  Dan doesn’t want to wait for Annual Reports to learn how the councils are operating.

  • Starting in 2012, the National Convention will be scheduled in June with a National Director meeting in Washington in the fall. The following Convention locations have been announced:

  • The Navy League financial situation has improved and the NL building should be cash positive in 2010; the budget is balanced. The building is 95% occupied.
  • The membership decline is continuing and must be addressed. The current total, 53,472 members, is the same as the total in 1986.
  • Sea Services Awards and Sea Services Panel
    Eighteen military and civilian members of the sea services were presented highly coveted awards at the Sea Services Awards Luncheon.  The keynote speaker was Rear Adm. Mary Landry, commander of the Coast Guard's Eighth District.  Rear Adm. Landry represented Commandant Thad Allen who was originally scheduled as the keynote speaker but unfortunately had a last minute schedule conflict.  

    This year's convention Sea Services Panel consisted of a representative from each of the services. The panelists were:

  •  Assistant Secretary of the Navy for Manpower and Reserve Affairs Juan M. Garcia, III was the dinner keynote speaker.  An audio file of his remarks is available on convention website Media Room.
  • Navy Leaguers presented with Public Service Awards
    The following Navy League members were presented with Public Service Awards at the convention dinner:

  • The Naval Sea Cadet Corps gave a special recognition awards to Congressman Solomon Ortiz (D-Texas) for his support of the program.
  • Convention member attendees' fill-in-the-blank news release

Annual Report
The Annual Report has been updated and redesigned and is posted on the website under Council Resources. All Councils must use this updated and approved version for their next submission. The biggest change is that there is no longer a Part I and Part II – it is simply the Annual Report. Most information requested is the same, but the layout has changed. To fill out the new version, simply save it to your computer and fill it in (the fields will expand automatically if you need more room to describe your events). Once you’ve completed it, it is recommended that you send it by email to service@navyleague.org with a copy to your Region and Area Presidents. You can still print out copies and mail them, but email is much faster, cheaper, and easier to track.

If you have blank copies of the old Annual Report lying around to fill in for next year, you should recycle them and use the new online version. Because of the extensive updates and revisions, the old 2-part version will not be accepted for the 2009 Annual Report.
 
ANNUAL REPORT REMINDERS:
–        Annual Reports must be submitted by March 1st to be eligible for Council Awards, and March 31st to be eligible for first quarter rebates
–        The activities you list are for 2008; however
–        The Council officers you list are for 2009
–        6 specific officers have access to your Council’s Online Community reports and rosters, and they must be identified as one of the following in your Annual Report to gain access:
o       President
o       Council Contact
o       Treasurer
o       Membership Chair
o       Recruiting Chair
o       Retention Chair
 
Rebates – Important Changes Effective January 1, 2010 – Please Read
As a reminder to all Councils, beginning January 1, 2010, you must be in good standing by the last day of each quarter to receive rebates for that quarter. To be in good standing, you must have at least 25 paid members and have your Annual Report submitted. Region and Area Presidents will also be monitoring compliance with laws governing your 501 (c)(3) that may jeopardize your non-profit status. Non-compliance may affect your good standing status for rebates.
 
Rebates will no longer be paid retroactively. If a Council becomes in good standing on 12/31, the Council will receive 4th quarter rebates only, not the entire year.

III.  Legislative Affairs
 
Legislative Affairs Update from the Annual Meeting

First, let me take this opportunity to welcome Pat Du Mont, who was named at the Annual Meeting to succeed Dan Branch as National Vice President, Legislative Affairs.  Pat was elected to her third term as a National Vice President, with the first two as NVP, Public Affairs & Public Education.  Prior to serving in national roles, Pat had held various key roles in the Florida Region where she had served as Council President, Area President, and Region President.  While Region President, Pat was a major supporter of the Grass Roots Legislative Affairs program, where she personally made numerous calls to help her Region Vice President gain commitments from her region’s volunteers to make Member of Congress (MOC) visits.
 
During the Legislative Affairs session at the Annual Meeting, I gave an update on the current status of our national Grass Roots effort.  Overall, considerable progress is being made, with more than 250 MOC visits having been completed since the inception of the program.  The Lonestar and the South Atlantic Coast (SAC) Regions continue to be the two top leaders in terms of the percentage of MOC visits completed.  However, we have seen some regions with relatively few Navy League members, such as the Midwest and Great Lakes Regions, having had considerable success this year with MOC visits.  However, we still have three regions (Liberty, Mid-Atlantic, and Pacific Central) with long-term vacancies in their Region Vice President for Legislative Affairs position, and they have had no Grass Roots MOC visits this year in their regions.  The Liberty Region has already announced plans to move forward with their Grass Roots effort, and we will soon be working with the other two region presidents to get their Grass Roots programs underway.
 
Also at the Legislative Affairs session, SAC Region Vice President Don Giles reported their region’s success was achieved by following Grass Roots “best practices.”  Additionally, Lonestar Region Vice President Jack Ritter and some of his Lonestar team members discussed his region’s successful approach for making MOC visits during the June Washington meeting.

Mackie Website Awards Deadline - DEC 31, 2009 - NEW COMPETITION CRITERIA!
The deadline for submitting websites for the 2009 Mackie Website Award competition is December 31, 2009.  New instructions and criteria have been established for this year's competition.  Please review them carefully to ensure your council's submissions will be valid.  The instructions and criteria are available online at http://www.navyleague.org/public_relations/mackie_awards_instructions.php#WB
Newsletter submissions are due March 31, 2010. 
 
Navy League History Book bookplate  
Members can now add a customized Navy League bookplate to their Navy League History Book presentation memento that provides personal touch.    The bookplate was designed by Pat Du Mont, the new National Vice President for Legislative Affairs, and is now downloadable from the Navy League website under Council Resources (Membership Marketing/PR Tools).  The web listing has two links: one for the editable customized bookplate and another for instructions on how to edit and print the bookplate.
