Meet Our New National Vice President, James Perduto

By approval of the 2018-2019 steering committee, our Navy League has elected James A. Perduto, Head of Global Talent Acquisition for First Data, as one of this year’s National Vice Presidents, responsible for personnel and strategy.

James joins us with an extensive history supporting veterans, military spouses, guard and reserve, including a role at First Data as the Head of Military and Veteran Affairs, where he was focused on veteran small business engagement, supplier diversity, and military affiliated talent sourcing and retention. He also currently serves as the National Adviser to First Data’s Military Affinity Group and as an Advisory Council Member for the Veteran Jobs Mission.

Upon graduation from NY Maritime College, James was commissioned as an officer in the U.S. Navy and licensed as an officer in the U.S. Merchant Marine. He maintains an active license and is a 27-year veteran of the Navy, where he holds the rank of Captain and currently serves as a leader within the Strategic Sealift Readiness Group based in Norfolk, Virginia. Captain Perduto graduated from the senior leader, joint military education course at the United States Marine Corps University Command Staff College in 2008.

James resides in Garden City, New York, with his wife and their son and is a member of our Navy League New York Council.

Let Headquarters Know Your Sea Services Seal Usage

Headquarters has received formal notice by the U.S. Marine Corps that our headquarters and councils are not permitted to use the U.S. Marine Corps seal. Based on the advice received from legal counsel, we have stopped displaying all sea services seals on our national website. We ask all councils to do the same as an interim measure until we are able to resolve the issue.

Please contact Gerald Saunders, gsaunders@navyleague.org, to inform Navy League headquarters what items your council has that display the sea service seals, including website, stationary, coins, etc. We are working diligently to find a solution to this issue.

Save the Date: Fall Board of Directors Meeting

Make sure to mark your calendars for the Navy League’s fall board meeting, scheduled to be held from Friday, Nov. 2 to Sunday, Nov. 4 at the Crowne Plaza Old Town in Alexandria, Virginia. There will be shuttle buses from Ronald Reagan Washington International Airport for members that attend. We will send out more communications when registration and the hotel block are open. The tentative schedule will be:

  • Friday afternoon and night: 4 p.m. Nominating Committee meeting, followed by Executive Committee Dinner.
  • Saturday: Full day of meetings.
  • Sunday morning: Board of Directors meeting.
Coast Guard Appropriations in the House

The House Appropriations Committee released its full report language after the Homeland Security Subcommittee marked up its appropriations bill last Thursday. The committee again failed to include funding in fiscal year 2019 for the first Polar Icebreaker. This puts them in opposition to both the Senate and the administration. This gives us a good chance to fight these potential cuts. Your voice is urgently needed to convince the House of Representatives to reverse this short-sighted decision.

Last week, the Navy League highlighted this elimination of funds in a press release, online advocacy and social media campaign via Facebook and Twitter. The Navy League also published an op-ed in The Hill: Coast Guard icebreakers not optional as China and Russia surge in Arctic. We encourage you to send the op-ed and the letter to your contacts in Hill offices.

Jones Act Roundtable

On July 25, your Navy League Government Affairs team attended a Jones Act roundtable organized by the House Transportation Subcommittee on Coast Guard and Maritime Transportation. Testifying at the roundtable were Jon Kaskin, Navy League vice president for Legislative Affairs, and chairman, Merchant Marine Affairs Committee; economist John Reeve, principal, Reeve & Associates; Michael G. Roberts, senior vice president, general counsel and corporate secretary of Crowley Maritime; and Augustine Tellez, executive vice president, Seafarers International Union. Seapower magazine's Rick Burgess wrote an article, Maritime Experts Defend Jones Act, on the event.
