The Navy League Foundation is proud to announce the establishment of the Captain J. Phillip London Scholarship, created to honor the life and legacy of Captain J. Phillip “Jack” London, USN (Ret.).
Capt. London served with distinction during his 24-year Navy and Navy Reserve career and later became a transformative leader in the private sector, guiding CACI International to global prominence. He was widely known for his unwavering dedication to service, integrity, ethical leadership, and commitment to strengthening the sea-service community.
The Captain J. Phillip London Scholarship provides financial assistance to children and grandchildren of enlisted members of the U.S. Navy, U.S. Marine Corps, U.S. Coast Guard, and U.S.-flag Merchant Marine who are enrolled in an accredited college, university, or technical field of study. Applicants must maintain a minimum 3.0 GPA and meet all Navy League Foundation scholarship requirements.

Award amounts are determined annually through the Foundation’s endowment distribution process. Applications are now open through the Navy League Foundation Scholarship Program.
Mission of the Scholarship
The purpose of this scholarship is to honor Captain J. Phillip London and provide financial assistance to the children and grandchildren of sea-service personnel as they pursue higher education. The scholarship reflects his lifelong belief in education, leadership, and service, and seeks to empower students who demonstrate promise, commitment, and strong character.
Eligibility Overview
Applicants must:
- Be properly enrolled in an accredited institution of higher education or a technical field program.
- Be the child or grandchild of an enlisted member of one of the following sea services:
- U.S. Navy, U.S. Marine Corps, U.S. Coast Guard, U.S.-flag Merchant Marine
- Maintain at least a 3.0 GPA.
- Meet all Navy League Foundation scholarship application requirements.
The scholarship is awarded without restriction to race, gender, national origin, religion, age, sexual orientation, or disability.
Award Details
- Selection is made by the Navy League Foundation Scholarship Committee each spring for the following academic year.
