If a JROTC unit is not currently connected with a Navy League council, the Senior Naval Science Instructor (SNSI) (or Marine equivalent) should first use the Navy League Council Locator to find and contact a local council.

Council Locator

If a council cannot be identified, is not available, or time constraints prevent coordination, the SNSI may order the medal through the Navy League Ships Store and print the required certificates from the Navy League website.

If a JROTC unit is unable to connect with a local council they should contact National Headquarters at awards@navyleague.org for assistance connecting with a Region President.
