The Navy League of the United States recognized the recipients of the 2025 Annual Professional Excellence Awards during the 2026 Navy League National Convention.
The Annual Professional Excellence Awards honor outstanding leadership, professionalism and service across the U.S. Navy, Marine Corps, Coast Guard and U.S.-Flag Merchant Marine. Nominated by sea service leadership, recipients are recognized for excellence in areas including inspirational leadership, operational competence, logistics, engineering, intelligence, supply readiness and literary achievement.
This year’s awardees represent the very best of our sea services and maritime community. Their dedication, expertise and commitment to mission excellence continue to strengthen our nation’s sea services.
2025 Annual Professional Excellence Award Recipients
Robert M. Thompson Award
For Outstanding Civilian Leadership
Mr. Charles L. Stamps received the Robert M. Thompson Award for outstanding achievement and superior performance as a CASS instructor and lead maintenance technician.
General Gerald C. Thomas Award
For Inspirational Leadership
Gunnery Sergeant Adimonika N. Qiokata received the General Gerald C. Thomas Award for extraordinary inspirational leadership and exceptional service while serving in garrison and deployed environments and modernizing administrative support at IPAC Miramar.
Admiral Ben Moreell Award
For Logistics Competence
Gunnery Sergeant Kimberly M. Pabon received the Admiral Ben Moreell Award for outstanding achievement as a Ground Supply School instructor, improving training throughout and accelerating readiness for the operating forces.
LtGen John A. Lejeune Award
For Inspirational Leadership
Chief Warrant Officer 3 Ashley M. Hobbs received the Lieutenant General John A. Lejeune Award for extraordinary leadership and dedication while modernizing IPAC Miramar, mentoring her team and building a lasting culture of excellence.
General Holland M. Smith Award
For Operational Competence
Lieutenant Colonel Wilbur Oles received the General Holland M. Smith Award for outstanding operational leadership at Marine Corps Air Station Miramar, advancing CUAS readiness, installation security and mission support.
Admiral Claude V. Ricketts Award
For Inspirational Leadership
Intelligence Specialist First Class Jacob R. Dodds received the Admiral Claude V. Ricketts Award for inspirational leadership, strengthening Navy targeting readiness and mentoring Sailors across U.S. Naval Forces Central Command and U.S. Fifth Fleet.
Hon. J. William Middendorf II Award
For Engineering Excellence
Electrician’s Mate Nuclear First Class Robert S. Winter received the Honorable J. William Middendorf II Award for technical mastery and superior performance while improving electrical readiness aboard USS Tennessee and advancing nuclear training across the Submarine Force.
John Paul Jones Award
For Inspirational Leadership
Chief Warrant Officer 3 Jeffrey A. Burkey received the John Paul Jones Award for inspirational leadership while leading Sailors, reducing maintenance backlog and strengthening operational readiness.
Alfred Thayer Mahan Award
For Literary Achievement
Lieutenant Ian Clark received the Alfred Thayer Mahan Award for exceptional service and thought leadership, advancing military ethics and strengthening the Navy’s moral readiness through scholarship and published work.
Stephen Decatur Award
For Operational Competence
Lieutenant Commander Ronald W. Ringwall received the Stephen Decatur Award for outstanding operational competence and leadership while revitalizing squadron combat readiness, training excellence and high-stakes mission execution.
Vice Admiral Robert F. Batchelder Award
For Exceptional Operational Competence by a U.S. Navy Supply Corps Officer
Lieutenant Jinsun Moon received the Vice Admiral Robert F. Batchelder Award for exceptional operational competence while leading aviation supply support aboard USS Gerald R. Ford during Carrier Strike Group Twelve’s 2025 deployment.

For Exceptional Operational Competence by a U.S. Navy Supply Corps Officer
Lieutenant Commander Ramon Oliversanchez received the Vice Admiral Robert F. Batchelder Award for exceptional leadership in expeditionary logistics, advancing VLS rearm operations and strengthening Fleet sustainment readiness.
Douglas A. Munro Award
For Inspirational Leadership
Aviation Maintenance Technician First Class Sebastiano D. Musumeci received the Douglas A. Munro Award for inspirational leadership while expanding HC-27J aircrew qualifications, improving LOX technician training and strengthening aviation readiness.
