Hearing on the Nomination of Rear Admiral (USN, Ret.) Ann Claire Phillips as Administrator of the Maritime Administration

On Thursday, December 16th, at 10 AM EST, the U.S. Senate Committee on Commerce, Science, and Transportation held a hearing on the nomination of Rear Admiral (USN, Ret.) Ann Claire Phillips for Administrator of the Maritime Administration (MARAD). 

Rear Adm. (USN, Ret.) Phillips has served our nation for over thirty years and counting. Her career has allowed her to hold Command at Sea multiple times, serve as Deputy Director, and Director of Surface Warfare Division (N86) within the U.S. Navy. Her most recent position, since retiring in 2013, has been serving as Special Assistant to Governor Ralph Northam (VA – D) for Coastal Adaptation and Protection. 

If confirmed as Administrator of MARAD, Rear Adm. (USN, Ret.) Phillips would have the responsibility of promoting a strong U.S. Merchant Marine, addressing the challenges of the U.S. Merchant Marine Academy, and effectively implementing programs authorized by the Infrastructure Investment and Jobs Act. Amongst the responsibilities, the Administrator of MARAD will also support Secretary Buttigieg and the Department of Transportation and work alongside Congressional Committees for bipartisan solutions to advance maritime transportation and infrastructure. 

Rear Adm. (USN, Ret.) Phillips understands that role for MARAD Administrator is crucial to U.S.  economic and national security. She asserts that her mission of safety will remain at the forefront. Rear Adm. (USN, Ret.) Phillips is confident that her “lifetime of service at sea” alongside her experiences and background have prepared her to serve as Maritime Administrator. 

The hearing also reviewed Dr. Steven Scott Cliff to be Administrator of the National Highway Traffic Safety Administration and John Edward Putnam to be General Counsel of the Department of Transportation.
