Personnel, Training and Readiness for America’s Sea Services

As we stand at a pivotal moment in our nation’s maritime history, the importance of personnel, training and readiness for America’s sea services — the Navy, Marine Corps, Coast Guard and U.S.-Flag Merchant Marine — cannot be overstated. These critical components are not just foundational to our operational effectiveness, they embody our commitment to safeguarding national security, supporting global commerce and promoting global security and a rules-based international order.   

In an era characterized by complex geopolitical challenges and a rapidly evolving technological landscape, our sea services must prioritize an agile and competent workforce. Personnel are the backbone of our maritime forces. Their professionalism, dedication and unwavering commitment to service optimize our operational capabilities. We must nurture a culture that emphasizes recruitment, retention and professional development. This means providing a career path that not only challenges our personnel but rewards their sacrifices and enriches their skills.   

Training is where our personnel translate skills into readiness. With the pace of global events quickening, we need to ensure our training programs are robust and relevant. Emerging technologies, such as artificial intelligence and advanced warfare systems, require a new approach to education and training. We must adopt innovative training methodologies that integrate virtual and augmented reality, utilize advancements in simulation and employ inter-service exercises to enhance our forces’ readiness. Investment in state-of-the-art facilities and resources is paramount. Our training infrastructure must continuously evolve to meet the demands of contemporary combat and operational environments, ensuring our forces are not only proficient but also adaptable.  

Readiness is our ultimate goal and the measure of our capability to respond effectively to any threat. It is essential we maintain the highest standards of operational readiness across all of our sea services. This entails not only advanced training but also sufficient resources and support for mental and physical well-being. Our personnel must have access to the tools they need to perform their duties, whether it is cutting-edge equipment or comprehensive health and wellness programs. As leaders in the Navy League, we advocate for policies that ensure our service members can thrive on and off the field.  

As we look to the future, we must maintain the commitment to investing in our people, ensuring world class training and enhancing readiness across our maritime services. The safety and security of our nation depend on our ability to maintain our edge in an increasingly competitive maritime domain.
